On the right side, you need to enable the mod you want to be available in the game. In the Content Manager screen you will find the MODS on the left side.

I tried uninstalling then installing without mods, same problem. On the screen, you will find Content Manager. I tried turning off mods when launching the game through launch options in steam using -noWorkshop -disableMods and it still cant zoom in/out using scroll wheel. I first checked out if it was a mouse problem, but I've tried using different mice I had and it works normally inside the menus and outside the game such as when scrolling through the web. I am unable to zoom in or out using the mouse wheel, though the scroll works on menus inside the game. In cities skylines steam workshop (mods,assets, etc.) is highly essential with gameplay, without out it the game can get dull. I've been playing CS for a week or more already and I have just encountered this issue. Please explain your issue is in as much detail as possible.
